Description:
The Ministry for National Education and Vocational Training enlisted the support of
the CESIJE and the Council of Europe in establishing an educational language policy profile. The
aim of the project was to identify the steps or reforms required to improve the language and
communication skills of Luxembourgish youth, while ensuring that language requirements do not
become a barrier to gaining a qualification.
The project was organised in different stages: firstly, the CESIJE, mandated by the Ministry, issued
a report illustrating the complexity of the language situation in Luxembourg. After that an expert
group, chosen by the Council of Europe, visited the country to gain insight into the Luxembourgish
situation. The group of experts then wrote the country profile which was jointly published by the
Luxembourg government and the Council of Europe. This document presents the experts'
observations and analysis of the situation, and gives suggestions as to how the Ministry should
orient its policy. A large consultation of people involved in the implementation process (teachers,
trade unions, political and economic stakeholders, etc.) took place. To put the profile's findings into
practice, an action plan, specifying 66 concrete measures, was drawn up. The implementation of
these actions is currently in progress.
