  Project Pelican: The development of a system of sustainable quality management in the
  training system of the scout movement FNEL

  Duration: from June 2005 to February 2007  
  Description:  In line with the poem "Le Pélican" by Alfred de Musset and Robert Desnos, the
 Pelican symbolizes not only the will to sacrifice himself for his youth but also the idea of the
 transmission of knowledge. In reference to this metaphor, the objective of the project Pelican was
 to evaluate the system of formation and training in the juvenile and scouts-association FNEL
  (Fédération Nationale des Eclaireurs et Eclaireuses du Luxembourg) . The evaluation intended to
 analyse the structures and processes of the training system and give a more accurate picture of its
 effectiveness and impact. Furthermore, the aim was to develop a system of quality assurance and
 quality control.
