Dr. Teresa Quintel becomes first Jacqueline NOEL scholarship laureate

Dr. Teresa Quintel, who successfully defended her PhD thesis “Managing migration by processing personal data within the adequate data protection instrument” at the Doctoral School of Law in 2021 within the Faculty of Law, Economics and Finance (FDEF) is the University’s first PhD graduate to be awarded the Jacqueline NOEL scholarship.

On 9 June 2022, representatives from the Fondation Jacqueline NOEL, the Fondation de Luxembourg and the FDEF came together to congratulate and celebrate Dr. Quintel for her outstanding academic achievements. 

“It’s always a great pleasure as a Dean to see one of our Alumna succeed in such a wonderful way”, said Prof. Katalin Ligeti, Dean of the Faculty during her introduction.

Mrs. Tonika Hirdman, Director General of the Fondation de Luxembourg, which hosts the Fondation Jacqueline NOEL under its aegis, applauded Dr. Quintel, “whose extensive research experience in the areas of EU data protection and migration law make her a stellar example of the values shared by the late Jacqueline Noel, in whose name this scholarship was created.”

Before Dr. Quintel started her journey as a PhD student, she earned a Bachelor’s Degree in European Studies and two Master degrees in European Governance and in European Law, all from the University of Luxembourg. Her studies brought her to many different countries such as Japan, Sweden, Luxembourg, Germany and Czech Republic, where she gained a highly international experience.

During her doctoral studies, Dr. Quintel demonstrated an impressive output of work publishing over 20 publications, speaking at international conferences and serving as an external data protection expert for the Council of Europe drafting exercise in Nigeria and Namibia. Dr. Quintel was also involved in the Luxembourg “Chercheurs à l’école” initiative, which led her to engage personally with high school pupils about her research on data protection. Additionally, she supported teaching and moot court activities at the FDEF.

Dr. Quintel is now a Senior Lecturer at Maastricht European Centre on Privacy and Cybersecurity (ECPC), within Maastricht University.

Honoured to be selected by the Fondation Jacqueline NOEL, Dr. Quintel intends to use her scholarship to participate in conferences, cover her travel expenses to engage with stakeholders or additional costs during her missions. 

About the Foundation and the scholarship

The Fondation Jacqueline NOEL was created under the aegis of the Fondation de Luxembourg and is dedicated to Jacqueline Noel, a world citizen and fervent European. In 2021, the foundation established a merit-based scholarship to recognise excellence among PhD graduates of the University of Luxembourg.
