Kelly Blount is a Doctoral Researcher at the University of Luxembourg, as a member of the Doctoral Training Unit on Multi-Level Enforcement. Her research focuses on applications of artificial intelligence in policing, specifically in predictive policing. She is also a coordinator for the Jean Monnet EU Law Enforcement Network's Young Researchers Platform.

Kelly is a licensed attorney in New York and New Jersey in the United States, having earned her Jurist Doctor in 2017. Prior to beginning her doctoral studies she was an intern with the United States Departments of Justice and Homeland Security, focusing on the intersection of immigration and criminal law. Prior to her law training, Kelly spent several years working in the governmental and non-profit sectors. She also holds a Master’s Degree in Middle East Studies and a Bachelor’s Degree in Political Science.
