
Continuing education in spatial planning
Objectives
This continuing education programme aims to familiarise participants with the legal requirements concerning municipal planning and urban development (in particular the amended law of 19 July 2004 on municipal planning and urban development) Participants acquire an additional qualification aimed at facilitating the preparation of preparatory studies, General Development Plans (PAG, from 'Plans d'Aménagement Général') and Master Plans (PD, from 'Plans Directeurs' ). In addition, the programme addresses the issue of the impact of these planning instruments on Particular Development Plans (PAP, from 'Plans d'Aménagement Particulier'). In addition to the practical and legal foundations of planning, the training enables the acquisition of basic knowledge in the fields of ecology, architecture and town planning, as well as in other neighbouring sectors. The program provides a better general understanding of land use planning and its links with sectoral planning, with regard to, among other things, transport, shops, natural environments, town planning, etc. Emphasis will be placed on collecting spatial data, which is useful in the context of the preparatory studies required during the development of a PAG.
Target audience
This programme is aimed at a wide range of participants concerned with municipal and regional planning issues in Luxembourg and the Greater Region, i.e. participants from public administrations, planning offices, associations and the private sector. The project is aimed in particular at architects, urban planners, geographers and others (with a university degree) and engineers (relevant professional experience is required).
Scope of the programme
The programme consists of approximately 150 teaching units (45 minutes per teaching unit). Generally, the courses will take place every Tuesday from 14.00 to 17.15 (90-minute sessions). Some courses are offered as excursions. The languages of instruction are German and French, and a B1 level is required in both languages. Your level of proficiency will be tested in an online language test after your application has been selected.

Programme contents
The programme consists of several thematic modules covering the following areas:
- Basic principles of sustainable and integrated spatial planning strategies; current facts and trends in spatial development
- Urban and architectural quality assurance
- Ecological fundamentals and spatial issues
- Databases
- Bases juridiques de l’aménagement du territoire (Grand-Duché, Grande Région, Europe)
- Legal foundations for spatial planning (Grand Duchy, Greater Region, Europe)
- Planning and governance
- General Development Plans (PAG) / Master Plans (PD): process
- Plans d'aménagement particuliers (PAP) / Schémas directeurs
- Specific Development Plans (PAP) / Master Plans
In addition to the thematic and legal foundations, the course focuses on teaching current methods for the production, processing and visualisation of spatial data. In addition, animation and mediation techniques for planning processes are taught. Each module ends with a test of the acquired knowledge. Certificate
All participants who have successfully completed the course will receive a certificate from the University of Luxembourg indicating the number of hours and the details of the course content.
Frequently Asked Questions
What formal requirements must candidates fulfil?
- passive knowledge of German and French (command of Luxembourgish is not required). A written command of one of these two languages is required (level B1).
- professional experience in spatial planning (in the broad sense) in the Grande Région
- no particular diploma is required (all training, i.e. professional training in the field of administration, engineering, industry, architecture or geography are treated equally)
What procedure should be followed to register?
- Registration is done first through the university's web interface. Registration for the 2022/2023 academic year must be made between 1 February and 14 August 2022 at the latest.
- The number of participants for this course is limited. Once the applications have been uploaded on registration platform of the University of Luxembourg within the requested deadline, they will be evaluated on the basis of their qualifications, professional experience and motivation. Based on the assessment, the next step is to invite you to take an online language test (French and German), as this is a bilingual course.
- Costs: the registration fee amounts to approx. 200 euros per semester and is only due once the registration has been accepted.
How is this continuing education programme structured?

- Attendance at all courses is compulsory (the maximum absence rate per participant is 30%).
- It is not permitted to attend individual courses. Only registration for the entire continuing education programme is possible.
- Each module ends with a written test of the acquired knowledge. Module 4 ends with a project presentation.
Is it possible to obtain the "planner/urban planning profession" through this continuing education?
- The continuing education programme offered by the University of Luxembourg fulfils the criteria of the articles concerning additional training in the Law on the Right of Establishment (amended Law of 2 September 2011 on the Right of Establishment), as continuing education alone does not allow access to the profession of an urban planner.
