Harlan Koff is Professor of Social Sciences-Migration Studies at the University of Luxembourg since March 2013. From 2006 to 2013, he was Associate Professor of Political Science and Director of the Political Science Institute. He currently holds the GAMMA Chair in Regional Integration and Sustainability at the Instituto de Ecología (INECOL, Mexico), he is Fellow at the West Africa Institute (Praia, Cabo Verde) and Docent of Development Studies at the University of Helsinki (Finland). Before coming to the University of Luxembourg, Dr. Koff was a Visiting Fulbright Scholar at the Université de Lille 1, Jean Monnet Fellow at the European University Institute and Visiting Fellow at the Center for Comparative Immigration Studies at the University of California, San Diego. He completed his M.A. (1997) and Ph.D. (2002) at Duke University (USA) and his B.A. at the State University of New York at Binghamton (USA).
Harlan Koff is authorized to direct research (supervision of , postdoctoral scholars and visiting fellows). His fields of research include comparative regional integration, sustainable development, comparative migration politics, comparative border politics, human rights and water politics. He is author of (2008) and editor/co-editor of (co-editor with Carmen Maganda (2018)), (co-editor with Peter Gilles, Carmen Maganda and Christian Schulz (2013)),(2009), (co-editor with Carmen Maganda (2010)), (2007) and (2003). Dr. Koff also coordinates a book series entitled for P.I.E.-Peter Lang (Brussels) and he is member of the editorial boards of the journals and . Dr. Koff’s research presently focuses on international development through the lens of policy coherence for sustainable development (PCD). He coordinates research on PCD and ecosystem integrity within the GAMMA (Use of Big Data and Machine Learning for the Integrality of Environmental Management of Sustainable Development) Research Project coordinated by INECOL and CONABIO in Mexico. His research also examines PCD within the context of water politics, migration politics and payments for ecological services.
