Curriculum Vitae
- 10 May 1957 born in Prague, Czechoslovakia.
- 1976 - 1980 Law studies at the Law Faculty of the Charles University, Prague.
- 1981 „Rigorosum“ examination (international law), degree JUDr.
- 1980 – 1984 „Aspirantura“ = post-graduate studies in the field of international law, Czechoslovak Academy of Science.
- 1984 Defense of the thesis „Remote Sensing of the Earth from Space - Legal Aspects“, research degree CSc. (candidate of sciences) in international law.
- 1984 - 1992 Research Fellow at the Institute of State and Law of the Czechoslovak Academy of Science, Prague (space and telecommunications law, international law, law of mass media).
- Since 1986 Member, International Institute of Space Law of the International Astronautical Federation (IISL).
- 1990 - 1992 Scholarship of the Alexander von Humboldt Foundation at the Max Planck Institute for Comparative Public Law and International Law, Heidelberg, Germany.
- 1992 – 2006 Research Fellow at the Max Planck Institute for Comparative Public Law and International Law, Heidelberg; major fields of research: comparative constitutional law, legal developments in the Eastern European Countries, human rights law, telecommunications and space law.
- Since 1996 Alternate Member of the Space Law Committee of the International Law Association.
- Since 2000 Lecturer at the Faculty of Law of the Charles University, Prague, Czech Republic: Public International Law, Constitutional Law of the Transformation Countries; Transformation Countries and International Law.
- 2001-2005 Lecturer at the Faculty of Law, University Bielefeld: Introduction into the Legal Order of the Russian Federation.
- 2002- 2008 Member of the Committee on Human Rights and Practice of the International Law Association.
- 2004- 2005 Lecturer at the Faculty of Law, University Heidelberg: European Law.
- Since 2004 Member of the European Centre for Space Law (ECSL).
- 2005: Submission of the “habilitation thesis” on “Position of International and European Law in the Legal Systems of the Transformation Countries of Central and Eastern Europe” to the Faculty of Law, University of Cologne.
- 2006: degree “Privatdozentin”; venia legendi in European, Public International, Comparative Constitutional and Eastern European Law.
- 2006- 2011 Professor at the Faculty of Law, University Giessen in European Law and Transition Studies; courses taught on European Law, International Law and Comparative Constitutional Law.
- Since October 2006 corresponding, since 2010 full member of the International Astronautical Academy.
- Since 2007 Member of the Committee of Experts under the Council of Europe Charter for Regional and Minority Languages, on behalf of the Czech Republic.
- Since 2009 Honorary professor at the University Giessen.
- Since 1 September 2011 Professor at the Faculty of Law, Economics and Finance, University of Luxembourg, SES Chair in Satellite Communications and Media Law.
- Since 2011 Member of the Board of Directors of the International Institute of Space Law.
- Since 2012 Arbitrator with the Permanent Court of Arbitration for disputes related to space activities.
- Since 2013 on the list of ad hoc judges of the European Court of Human Rights.
