Reform Proposal on the Audiovisual Media Services Directive (AVMSD) - Synopsis

As part of the AVMSD project we offer on this website an overview of the reform proposal concerning the EU Audiovisual Media Services Directive 2010/13/EU. On May 25th 2016 the European Commission published a proposal for an amending directive and on the same day the project made accessible a synopsis presenting the changes proposed by the Commission in a direct comparison between the text of the codified Directive of 2010 and the current proposal. The changes are highlighted in red font or by strikethrough. The synopsis will be updated in the further legislative procedure when new versions of the text will be published considering the positions of the European Parliament and the Council of the EU.

All national transposition measures of the original Directive 2010/13/EU have been published as part of the AVMSD I-project and can be found here. The project has in the meanwhile been extended into a cooperation with the European Audiovisual Observatory (EAO) which now hosts a more extensively searchable version of the database at http://avmsd.obs.coe.int/.


A new feature on this website is the synopsis making the proposed changes by the Commission proposal (of 2016) for an amending Directive visible in comparison to the original Directive (screenshot below)


The synopsis has in the meanwhile been expanded in a joint effort with the Institute of European Media Law (EMR) and includes (for now only in the English version) the proposed changes by the European Parliament (as mandated for interinstitutional negotiations on 18 May 2017) as well as the common position of the Council of the European Union (as decided on 24 May 2017).
